There are several rust removers (as opposed to rust converters) that I have used over the years restoring classic cars that are very good. One is a product made by Bilt Hamber called "De-Ox". You mix it with water and leave the parts to soak and it removes all traces of corrosion leaving them sand-blast clean. Hammerite do a similar product but I found that it needed soaking for longer. Once cleaned the rusted areas will be susceptible to future corrosion and will need protecting so a few coats of clear lacquer will re-protect everything.
